Clery Act, Crime Reporting, and Campus Safety

About the Clery Act

The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, now known as the Jeanne Clery Campus Safety Act, is a federal law enacted in 1990 as part of the Higher Education Act of 1965. Named after Jeanne Clery, a Lehigh University student tragically murdered in 1986, the Act was championed by her parents to promote greater transparency in campus crime reporting. It requires institutions receiving federal financial aid to disclose crime statistics, maintain a daily crime log, publish an Annual Security and Fire Safety Report, and issue timely safety warnings.

Over time, the Clery Act has been expanded to address emerging safety concerns. The Violence Against Women Reauthorization Act of 2013 added requirements for reporting on sexual violence and stalking. In December 2024, the Stop Campus Hazing Act (H.R. 5646) further amended the law to mandate hazing incident reporting in Annual Security Reports. Institutions must also publish a biannual Campus Hazing Transparency Report detailing violations, sanctions, and prevention strategies while adhering to privacy laws. These updates emphasize ethical leadership, bystander intervention, and cohesive community-building without hazing.

The Clery Act aims to enhance transparency and accountability, empowering students, parents, and employees to make informed decisions about campus safety. Administered by the Department of Education, it enforces strict penalties for non-compliance and fosters a safer campus environment. By requiring comprehensive data collection and sharing, the Act supports awareness, prevention, and effective responses to safety threats, reflecting a commitment to an informed and secure campus community.
